ESBC executes contract with Compass Project Management, discusses proposed project timeline

posted Aug 18, 2014, 5:54 PM by Rob Nickerson

The ESBC had a fantastic meeting on August 12, which started by executing the Owner’s Project Manager (OPM) contract with Compass Project Management. Immediately after, the team hit the ground running by reviewing a Request for Designer Services (RFS) that will be used to procure the professional designer. The remainder of the meeting was spent reviewing an activity timeline, with forecasts for key milestone dates leading all the way to an eventual start date for construction.

The team could not be more excited; things will begin happening quickly, and will soon be planning community engagement events to get community feedback and provide updates. The public is always welcome to be heard at all ESBC public meetings (next date to be posted soon).

At their March 26 Board of Director’s meeting, The Massachusetts School Building Authority (MSBA) voted to move forward Hopkinton’s Center School project into the feasibility phase.

Tasked with facilitating the development of a solution to the operational and educational constraints of Hopkinton’s K-1 Center School, the ESBC will now begin the process of evaluating and hiring a project manager, engineering firm, and other entities necessary for completing the feasibility study.

"Entering the feasibility phase marks a significant milestone for Hopkinton” said Joe Markey, Chairman of Hopkinton’s Elementary School Building Committee (ESBC). “Thanks to continued collaboration across town boards and committees, and strong community enthusiasm for finding a solution to the constraints at Center School, we are ready to hit the ground running into this next phase, with openness and active community engagement our key guiding principles."

The ESBC’s next public meeting is at 7:00 PM on Thursday, March 27, at Town Hall, Room 211.

Hopkinton invited into MSBA's Eligibility Period

posted Nov 20, 2013, 10:53 AM by Rob Nickerson   [ updated Nov 20, 2013, 10:53 AM by Hopkinton Administrator ]

Hopkinton has been formally invited into the MSBA's eligibility period! This is a huge step forward for the Center School project, and a sign of more great things to come.

What is the Eligibility Period? (per the MSBA website)

A vote of the MSBA Board of Directors to invite a District into the Eligibility Period is based on a review of the District’s Statement of Interest (“SOI”) and staff due diligence and recommendation.  The vote initiates a 270-day period for the District to complete certain preliminary requirements that include:
  1. Certification of the District’s understanding of the grant program rules by executing an Initial Compliance Certification
  2. Forming a School Building Committee and submitting the membership to the MSBA for acceptance
  3. A summary of the District’s existing maintenance practices
  4. Certification of a design enrollment for the proposed project agreed upon with the MSBA (may not be applicable for Repair Assessments depending on the proposed scope of work)
  5. Confirmation of community authorization and funding to proceed (see MSBA Vote Requirements)
  6. Execution of the MSBA’s standard Feasibility Study Agreement, which establishes a process for the District to be reimbursed for eligible expenses
